From ‘94 to ‘23 this unassuming street featured an even more unassuming yet magical fish factory that at its peak employed more than 40 people, packaging and shipping the goods of the Baltic Sea to our neighbors and beyond. Ever since 2023, due to a variety of factors, an ambitious bunch got the chance to take over the complex and write their own history.
By the end of 2024, Paavli Kultuurivabrik has boasted more than 600 events, been visited by more than 100 000 people and we have become a vital partner for organizations, musicians and creatives both in Estonia and on an international level. We aim to expand our impact by supporting more artists, fostering international collaborations and solidifying our role as a key cultural hub in Estonia.
